The main meter stops when the water tank supply valve is closed.

There is no abnormality in the piping from the main meter to the water tank. If so, there is a leak in the water tank itself or in the pipes between the water tank and the household meter.

If you can visually check for leaks in the water tank, check the water tank first. If you cannot visually check for leaks, check for leaks in the pipes between the water tank and the household meter.
